In addition to the
Conquering Heroines, there were some hidden heroes in this tale. The first was an official in the Office of Federal Contract Compliance who tutored Sandler in how to file a complaint and push the feds to investigate. There were also several men at the Dept. of Health, Education and Welfare who listened to the women. Although the OFCC wrote the regulations, different departments had responsibility for enforcement at different institutions. Higher Education came under HEW’s domain. It held up contracts when the university delayed coming up with the required "goals and timetables."
There were a lot of moles – insiders at the University of Michigan who fed information to FOCUS and Jean King. These moles couldn’t come out in the open but they could help those who weren’t working for U.M. Some are named in this book, now that they have nothing to lose. However, it’s outsider Jean King who plays the staring role.
This is a story of struggle. But patience and persistence paid off in the end – with a little help from the federal government.
